Abstract
This contribution to the EANPC symposium, CPC, Nicosia, Cyprus, November 2002 is about productivity and the utilisation of the potential workforce. Labour productivity is back both on the Dutch political agenda and in collective bargaining in the Netherlands. However, the debate is much broader than previously. Continuous innovation and growth of productivity cannot be achieved just by new technologies and by seeking competitive advantage by means of cutting costs. What is needed, more than ever before, is the optimal utilisation of the potential workforce. On the level of societies and regions, this calls for extended employment policies, improvement of the education and training system and adequate protection of the workforce by an effective social security system and occupational health and safety legislation. On the level of companies and public organisations this means a change in work organisation, culture and personnel policies. What is needed is a concept of productivity that includes labour productivity as well as employment and that takes into account long term effects.
