Abstract
With the aim of conserving energy in the building sector, the Dutch Building Regulations incorporate requirements for the energy performance of houses and utility building. Use of the energy performance coefficient (EPC, see Box 1) offers excellent opportunities for enhancing the energy performance of a building without impinging on the design of freedom of either the architect or the principal. Introduced in the Netherlands in 1995, EPC has a limit value of 1.4 for housing construction. The Dutch government has decided to reduce this to 1.2 as of 1 January 1998, and aims to further reduce the EPC limit value to 1.0 in the year 2000. Various housing construction projects show that a combination of measures in conjunction with efficient techniques can lead to an EPC of 1.0 or less. The technical note describes one such demonstration project (see Box 2).
