Abstract
This report deals with the development of requirements for fuel consumption meters as a measure for the reduction of CO2 emissions of light-duty vehicles. The work is done for the European Commission, DG Enterprise and Industry for specific contract SI2.629009, “Development of a complete test procedure for fuel consumption meters in light-duty vehicles”, implementing Framework Service Contract ENTR/F1/2009/030.1. Fuel consumption meters (FCM) in light-duty vehicles are a cost-effective measure for reducing CO2 emissions (see also TNO report MON-RPT-2010-03084). To implement this measure, the Commission is currently preparing a co-decision Regulation, which would mandate FCM’s for all light-duty vehicles. To do so, requirements for the demanded quality and the functionality of an FCM should be developed before establishing a type-approval procedure in which the requirements could be checked. The aim of the work therefore was to define the functional and technical requirements for FCM’s. This was done by means of a literature review, by running a test programme in which FCM’s are evaluated and by consulting the stakeholders for their experience with FCM’s.
